Contract Lobbyist
Kathryn Lynch, CAA Legislative Advocate
Principal, Lynch & Associates
"Associations and their members engage in most of today's lobbying. You will find that legislators want to do the most good for the largest number of people. Therefore, they would rather interact with associations that represent many people than with lone individuals. As you venture into the political arena with your issue, you will find many other associations are lobbying their issues."
--Guide to State Legislative Lobbying
CAA provides a full time professional lobbyist in Sacramento, who represents the interests of all arts stakeholders in California. Our lobbyist, Ms. Kathryn Lynch, has more than 20 years experience at the State Capitol, advocating arts, arts education and nonprofit issues. She works diligently to ensure that the interests of the arts are reflected in laws, public policies and budgets.
Ms. Lynch monitors all bills, including the state budget to increase spending on the arts and arts education through the California Arts Council and California Department of Education, introduced in the California State Legislature. She notifies CAA when bills that impact arts organizations and artists become active, and CAA in turn notifies its members. With this constant awareness and attention to detail, CAA is in a position to effectively lobby in support of legislation that benefits its members and the arts community as well as oppose legislation that will have a negative impact on the arts that serve California.
"...the most important person, was Kathy Lynch of Lynch and Associates in Sacramento. Kathy "bird-dogged" the legislation from proposal throughout the entire process. She provided the working group with tremendous advice and guidance. Kathy was a tremendous sounding board for all the ideas the group bantered about helping to keep us focused on the activities and investment of time and energy that promised to provide the great return to the effort."
